i live 6 months a year in Osaka since 6 or 7 years, so i will recomand Osaka of course, but Tokyo seams good too. I'm interested by an area in Tokyo, i'll definitely try it one day. In Tokyo you don't have the red light district but there is a lot of soaplands. In Osaka, nothing. Only a few in kobe, in a small town near biwako (the big lake next to kyoto) or in wakayama.
Osaka has the reputation to be the city of vice and all pleasures. If you get lost at night around Namba area, you won't believe your eyes. All the girls are just sexy as hell.
