Unless you have a server (even a Raspberry Pi is sufficient) you're SOL and stuck with paid bots I'm afraid.

Well you don't "need" a server but it would be a bit pointless to use something that isn't running 24/7. There are TikTok scrapers which you can self-host (like awemer/awempy) or you could create and run your own scripts.
