Guys, it's just padding + photoshop/editing, you can see the tone and texture on her boobs don't match her face. Cosplay girls do this all the time...
 
Photo editing I can see for sure because a Russian cosplayer I like does the editing to her nipples I think. I do think it’s her actual tits tho and it would be more noticeable with padding
