It's called masking, one of the most common editing tools/techniques of the last 20 years. You can select (and then edit) certain parts of a photo and deselect other parts. They soften her skin, 90% of girls do this. Then sharpen the fabric. Most built in beauty filters and AI enhancers are programmed to soften skin & sharpen edges of fabric by default. This is common knowledge.
