The inability to prevent 100% of crimes is no excuse to forgo having laws. This is economic amd social philosophy 101 stuff. Besides which, laws can still absolutely be used by lawyers to shut down websites and prosecute individuals regardless of the "inevitability" baked into the excuses of digital predators.
