It's not a bot but its definitely Dave. Initially they claimed to be his video editor and would talk about unreleased scenes and vault scenes like the Claire visits Dave won't release. But as time went on they started saying things like in your screenshot that only Dave would know. IDK why Dave switched to Reddit when he had his own Forum on the site and was able to share a lot more info there.
