They posted this exact same message to me last month. Then repeated it this week. There's no guarantee that you'll get the topless shots in the set for $129. You buy that set to get "potential" access to buy much more expensive PPV topless sets. And like the previous comment says, full frontal just means exposed nipples. I had this chat with the agency. They said -- still pretending to be her, mind you -- that they won't sell fully topless sets for under $200, and most sets will be $300 or more. Also no guarantee of how many actual topless photos are in each set.
