Personally, it's hard for me to say. Technically, breasts grow until age 20, but it could also be implants.

But one thing is for sure: in the latest photos, they look REALLY bigger.

Implants would definitely take at least a couple of months to heal, several months to look "normal," and on a frame as thin as her's I think the round shape from the implant would be more visible. I could be wrong, but I think there's just makeup or photographic magic going on. If they're actually bigger, she might have gained weight or gone on birth control or something. Again, I could be wrong but I'm not convinced they're fake yet. Maybe after some more photos are released.
