I don't think it's the agency tipping. The shelly account cannot receive tokens (only send), meaning it has not been verified. It would be foolish for an agency to buy tokens just to tip.
edit: to the comment below, of course agencies/studios tip but it's usually with a verified account that can receive tokens. The model sends the agency account tokens and it tips it back; no tokens lost in the exchange. Buying tokens would loose money and only benefit Chaturbate
 
The Agency take 50% of earned tokens after each stream. 40% of every OF tip/PPV sold. Agency Mentors who advise her what to do whist live (who she's typing too) do send tokens to push others to help with goal but not silly amounts like above. Its a very well oiled OF driven machine. She's just the hired driver. She also uses 27k Agency viewer bots.
