It probably is, i have no idea how it works but she hit top 14% just recently so its going quickly, so may have started her OF back in Feb but she hadnt really tried until April/May so shes going up very quickly.
Dont forget OF is absolutely massive so top 10% might seem like such a small pool but it probably covers hundreds of thousands perhaps even millions of content creators.
 
You can look at the likes on PPVs for revenue. She's making 2k+ which is pretty insane given no nudity, moderate prices, no huge social media following and a newish account.
