She probably got hacked or something. It doesn't make any sense as a message she'd actually send.
 
I think it is legit in the sense that she is legitimately trying to scam her fans. It's on her link hub too. Notice she says "I will do feet or my first ever topless". So that when you get the feet pic (which is all you will get) you can't complain about the lack of tits. It's a cash grab.
